국세청은 18일 이 같은 내용을 담은 2023년 오피스텔 및 상업용 건물 기준시가를 발표했다. 고시 대상은 수도권과 대전·광주·대구·부산·울산·세종시 소재 오피스텔 및 상업용 건물이다. 각각 100호 이상 또는 면적 3000㎡ 이상 건물로 내년에는 전국 216만2068호가 해당된다.
올해 14년 만에 최고치인 8.06% 올랐던 전국 오피스텔 기준시가는 내년 6.24% 상승하며 오름폭이 줄었다. 지역별로는 서울(7.31%)이 가장 많이 올라 2019년(7.52%) 이후 가장 높았다. 경기(7.21%), 대전(5.08%) 등도 높은 상승률을 나타냈다. 강남오피스텔부동산 가격이 전반적으로 하락세인 대구(-1.56%)와 공급이 많은 세종(-1.33%)은 기준시가가 내려갔다.
전국 상가 기준시가는 내년에 6.33% 오르며 올해(5.34%)보다 상승폭이 커졌다. 특히 서울이 9.64% 오르며 2008년 1월 이후 가장 높은 상승률을 기록했다. 경기(5.1%), 부산(3.89%), 인천(2.39%) 등이 상승률이 높았고 세종(-3.51%)은 기준시가가 떨어졌다. 국세청 관계자는 "코로나19 사회적 거리 두기 해제에 따른 상권 활성화로 강남 등 주요 지역을 중심으로 상가 투자 수요가 늘고 분양가가 오른 영향"이라고 설명했다.서울 서초구 신분당선·3호선 양재역 인근 강남대로에 하이엔드 주거시설이 분양 중이다.
7일 분양업계에 따르면 오피스텔 ‘서초 르니드’가 서울 서초구 서초동 1362-27번지 일대에 지하 8층∼지상 20층 1개 동, 전용면적 42∼130m², 156실 규모로 분양 중이다.
서초 르니드 일대는 최근 다양한 개발 계획이 발표되며 충분한 배후 수요를 갖췄다는 평가를 받는다. 롯데칠성부지 개발계획과 경부고속도로 지하화 등 서초나들목(IC) 일대 개발이 계획 중이다. 삼성전자 본사까지 서초 사옥으로 이전할 경우 복합 업무타운으로 거듭날 것으로 보인다. 지난해 12월에는 양재동 일대 약 94만 m² 땅이 ‘ICT특정개발진흥지구’ 대상지로 선정되기도 했다. 특히 현재 3호선, 신분당선 환승역인 양재역 일대는 향후 수도권 광역급행철도(GTX) C노선도 정차하는 ‘트리플 역세권’이 될 것으로 전망된다.
특히 최근 몇 년 새 급감한 서울 민간 아파트 입주 물량이 거의 늘어나지 않는 상황에서 서초 핵심 입지에 들어서는 주거용 오피스텔이라는 점도 주목받는다. 분양 관계자는 “배후수요가 풍부해 공실 우려가 적고 월세도 비교적 높게 받을 수 있을 것”이라며 “직장과 거리가 가까운 ‘직주일치’ 입지에 초역세권이어서 주변 직장인들의 관심도 많다”고 전했다.
아울러 입주민에게 조식 배달, 세탁, 펫케어 서비스, 식물케어, 방문 세차 서비스 등 다양한 호텔식 컨시어지 서비스도 제공한다. 실내 스크린골프장, 피트니스, 포켓볼 시설과 함께 오픈 키친, 실내 농구장, 100m 실내 트랙 등도 들어선다. 주거공간은 독일과 이탈리아 명품 주방가전과 가구, 바닥재 등을 시공할 예정이다.
서초 르니드는 예술의전당, 한전아트센터 등 문화시설과 가깝고 신세계백화점, 코스트코 등 각종 편의시설도 인접해 있다. 대치중, 양재고, 은광여고, 중앙사대부고, 국립국악고, 언남고 등 우수한 교육환경도 갖추고 있다. 또 매봉산, 우면지구근린공원, 양재시민의숲 등 자연환경도 가까이 있어 언제든 이용할 수 있다.서울 강남의 오피스텔 분양가가 5년 만에 세 배 가까이 뛰었다. 부동산시장 분석업체 부동산인포가 부동산R114 오피스텔 분양가 통계를 분석한 결과 지난해 서울 강남구에 분양한 오피스텔의 분양가는 3.3㎡당 5,468만원으로. 이는 지난 2016년 1,843만원보다 2.96배 오른 것으로 나타났다.
2016년까지 3.3㎡당 1,000만원대 수준이던 강남구 오피스텔 분양가는 2017년~2019년 사이 2,000만원대를 유지하다 2020년에 들어서 5,000만원대를 넘어섰다. 올 5월 현재 기준 분양한 오피스텔의 평균 분양가는 5,868만원을 기록했다.
오피스텔 분양가는 아파트 분양가 상승폭과 비교하면 더욱 두드러진다. 2020년 강남구에서 마지막으로 분양한 대치푸르지오써밋, 디에이치퍼스티어아이파크, 개포프레지던스자이의 경우 당시 3.3㎡당 평균 분양가는 4,801만원이었다.
아파트 평균 분양가는 2016년(3,914만원)과 비교해 4년 사이 1.22배 올랐는데 같은 기간 오피스텔 분양가는 1,843만원에서 5,561만원으로 3배 올랐다. 특히 2020년에는 2014년 이후 6년 만에 오피스텔 분양가가 아파트를 추월했다.
이런 상황이 발생한 것은 강남권 아파트가 분양가 상한제를 적용 받는데다 이 기간 공급 또한 제대로 이뤄지지 못했기 때문으로 분석된다.
결국 2020년 이후 분양이 끊긴 아파트를 대신해 비교적 공급이 원활한 오피스텔로 수요층이 시선을 돌렸고 분양가 상한제로부터 자유로워 높은 분양가와 고급화 전략을 택한 고가 오피스텔이 아파트의 자리를 대신하고 있는 셈이다. 또 오피스텔이 준주거지역, 상업지역 등 상대적으로 땅값이 비싼 곳에 지어져 일정 수준 이상의 분양가를 책정하면서 상품도 고급화 돼 고급 수요층의 관심이 높아졌다.
이런 트렌드가 확산되며 2020년 이후부터는 3.3㎡당 1억원 이상의 초고가 오피스텔도 속속 등장하고 있다. 2020년에는 3.3㎡당 1억2,000만원대의 르피에드 인 강남이 분양했고 2021년에는 1억4,000만원대의 루시아 도산208, 갤러리 832 강남 등이 분양했다. 올해에는 1억5,000만원대로 아티드, 레이어 청담이 분양을 시작했다.
르피에드 인 강남, 원에디션 강남, 파크텐 삼성, 루시아 도산208 등 초고가 오피스텔들은 채 당 최고 20억원대의 분양가에도 단기간에 완판됐고, 최근 분양에 나선 아티드도 약 25억원에 달하는 높은 분양가에도 계약이 꾸준하게 이뤄지고 있는 것으로 알려졌다.
